Report Release: Sustaining Transformative Growth in Sri Lanka (2025–2030)
The Centre for Poverty Analysis (CEPA), in collaboration with ODI Global, is pleased to announce the release of the report titled “Sustaining Transformative Growth in Sri Lanka: 2025–2030”. This publication is the result of the work undertaken by an Independent Growth Study Group convened under the auspices of both institutions. This timely report offers a forward-looking analysis aimed at steering Sri Lanka towards a path of inclusive, resilient, and sustainable economic growth over the next five years. The report has been authored by a distinguished panel of experts: Professor Sirimal Abeyratne, Mr. Chandranath Amerasekera, Mr. Ravin Basnayake, Dr. Indrajit Coomaraswamy, Ms. Yvette Fernando, Dr. Dirk Willem te Velde, Mr. Esala Weerakoon, Mr. Shea Wickremasinghe, and Dr. Ganeshan Wignaraja (Convenor).the study draws on deep policy expertise and diverse perspectives.

As Sri Lanka recovers from its worst economic crisis since independence, the report provides a roadmap for sustaining macroeconomic stability and achieving inclusive, transformative growth between 2025 and 2030. It highlights the need for continued structural reforms and identifies six key policy areas critical for progress: macroeconomic stability, global supply chain integration, improved factor markets, targeted sectoral policies, poverty reduction, and consensus-building. The study calls for leveraging opportunities in tourism, the digital economy, niche manufacturing, and agriculture to unlock Sri Lanka’s development potential.
To ensure broad-based engagement and policy dialogue, the report was disseminated through a series of high-level events and consultations with key stakeholders. These included a launch event hosted by the Embassy of the Netherlands in Sri Lanka on 7 July 2025, followed by a launch seminar at the Central Bank of Sri Lanka and a press conference organized by CEPA on 8 July 2025. On the same day, a separate launch event was held by the British High Commission. Further stakeholder engagement included a meeting with Hon. Mahinda Jayasinghe, Deputy Minister of Labour, and a consultation with Ms. Martha Woldemichael, Resident Representative of the International Monetary Fund (IMF) in Colombo. The report was also formally presented to the Ceylon Chamber of Commerce on 23 July 2025.
The report and its key messages received wide media coverage across leading national outlets in print and online. Articles appeared in publications such as Daily Mirror , Daily FT , Ada Derana BizEnglish, Sunday Times, Ceylon Today , Lanka Business News and others, reflecting the national interest in its findings and recommendations.
